Piracy is defined as a war-like act committed by a non-state actor, especially criminal violence or robbery committed at sea, a river, or sometimes on shore. The term is used to refer to raids across land borders by non-state actors. Piracy is distinguished from privateering, which was a "legitimate" type of war-like activity by non-state actors, because they are authorized by their national authorities, this form of commerce raiding was outlawed sometime in the 19th century.

 

The classic era of piracy in the Caribbean extends from around 1560 until the mid 1720s. Many pirates came to the Caribbean after the end of the War of the Spanish Succession. Many people stayed in the Caribbean and became pirates shortly after the war finished. Caribbean piracy arose out of, the conflicts over colonization and trade among the rival European powers of the time, including the empires of Britain, Spain, the Netherlands, Portugal and France.
